Organization of American States
The OAS had the potential of being a major force but the United States has violated the precepts of the organization so many times that it just doesn't have any teeth left. [249]
The Organization of American States is the third world response to U.S. intervention. The Charter of the OAS, signed at Bogota in 1948, formally commits the U.S. and all the American states to the principle of non-intervention. It provides that "No state or group of states has the right to intervene, directly or indirectly, for any reason whatever, in the internal or external affairs of any other state."
